Unfortunately, the decision to extend the Gold Line into San Bernardino County (where they had refused to pay for the extension with their local sales taxes) was not based much on observed travel needs or on cost effectiveness in meeting those needs with a light rail extension to Montclair.

This is a fairly costly and purely political project that was promoted by then State Senator Chris Holden and the City of Montclair, and he had the clout to get it funded, regardless of comparative merit with other potential competing projects. It is probably one of the least needed lines for Metro, with a long history of studies both to Montclair, and on to the Ontario Airport, which all showed high costs for relatively low ridership. Not quite as bad as a political embarrassment like the SoFi disaster, but not at all a very high performing "cost per passenger" project from any objective cost benefit standpoint.

It does duplicate ML, which is one reason the San Bernardino County Transportation Agency would not fund it. San Berdo is spending money on upgrading the San Gabriel Valley ML line for the increased services to connect to the Brightline service in Cucamonga.

This is more money that the LACMTA could have used to speed up the Crenshaw extension north to Hollywood (Redondo/Torrance all of the way past LAX to Hollywood and the Red Line on a single line), or to speed up the completion of the Gateway/UP/West Santa Ana LRT line to Artesia by five years, both of which are very much higher performing projects in generating actual "riders".

This latest MTA screw up is also another excellent example of why poorly planned and poor performing projects tend to only get even more costly as they go along. Kind of like the LAX people mover. Or with the "runaway money train" at the CAHSRA.
