So basically they'll go into Folsom 3 times an hour instead of 4. That's better than every 1/2 hour, but hard to predict. This is what happens when they run into problems with an inadequately specified project and arguably less than perfect contractor, causing delays, and running out of money so they could only build 1/2 the project. The Neg Dec was for a project that included the passing track and extending double track at the west end through Hazel station; that second piece apparently is necessary to manage less than perfect timekeeping, but at this point isn't going to happen soon if ever. Oh well ... RT's record for completing projects on time and budget ain't all that great, so this one is probably par for the course.
