I doubt the technology is really an issue. The really important decisions are political ones and then the technology tweaked to fit.

Anyway you wouldn't want any auslanders coming in and naively suggesting that your plan is all wrong - that for instance it would be wiser and easier to tunnel thru the Grapevine instead of the Tehachapis. Totally screw up the fix.
