The impression I got last time I chased a pre-Modoc Northern UP Alturas turn was that UP does not keep any power in KF for that purpose, but runs the turn when there is layover power available in the yard from either Roseville or Portland. We had two big units then, although I don't remember numbers or models off the top of my head. Seems to me at that time they could make the turn within 12 hours.
