We were at the time on of the largest resellers of hydraulic fittings in the state of California
and as such we enjoyed maximum discounts. I was bidding constantly to state agencies and not getting orders so I went it cost and was still being beat. I finally got an appointment with one
of the state purchasing managers who told me that despite being the low bidder that because of
set asides for gender, race, small business etc that the winning bidder could be 25% higher and
still get the contract. She considered this to be a fair way of doing business despite the fact
that the taxpayers were taking it in the shorts. How much of that is responsible for at least some
of the 24 billion?
