The reason that the Chevy Volt project is progressing is that they and Toyota have come to an
agreement on which type of battery the two companies will use. It has nothing to do with any joint
projects but rather that with their combined use they could require enough quantity to get costs
down. With all that being said it's obvious that Toyota doesn't need Tesla and what Tesla needs
is to get on with their project to build something practical hence the need for a larger facility.
Larger BTW does not come anywhere near the NUMMI plant.
