I don't know where you get the idea that six-axle power was banned on the P&L. When the line ran all the way to Lewiston, ID, there are many pictures of six-axle power and 80 car daily trains. That is the reason why the rail on the P&L is much heavier than on the CW line. Six-axle power had been barred from the CW line prior to the EWG starting up.
