The "approach diverging" is the correct signal. The signal you are referring to would be "diverging approach" or "diverging clear" and would be at the signal governing movement into the siding.

"Approach diverging" by UP SSI means:

Proceed prepared to advance on
diverging route at next signal at
prescribed speed through
turnout.
