Steven, the short siding visible in the 1st photo is indeed a set out track, laid in 1972 with the Summit line change. The North set out track is indeed the location of the new 3rd main track. The overhead lights are from Santa Fe's weak attempt to deflect blame from themselves in the 1996 ?? Cajon Pass runaway. The RR was SO SURE a hobo kicked the angle cock shut, causing a loss of brake function in 80 % of the train, that Santa Fe fenced off Summit & paid for 24 / 7 rent - a - cops to patrol the area. Later investigation revealed the train big - holed several times earlier in its' run, between Needles & Barstow. Also, 2 car - inspectors @ Barstow resigned the day after the runaway.
