That assumes freight railroad competence. See the story about FRA inspection of Cant Stand eXcellence.
Paying bonuses for merely performing to spec is like giving the kids toys/candy for behaving.
Note CSX and NS are both buying back stock rather than investing in improved plant. Keeps Wall Street happy does NOTHING to improve for the long term.
