Perhaps you should read the article [again?].
To start with, the NS locomotive has no "combustion" engine at all. Snipped from the article:
"NS 999 is a prototype 1,500-horsepower switching locomotive that relies solely on rechargeable batteries for power."
There is no inherent reason why a properly designed battery powered locomotive cannot be sucessful at the limited tasks it was designed for. There are thousands of examples of battery powered industrial equipment working hard every day, ranging from forklifts to mine locomotives.
