The point is that there is no such thing as "tube time," and there is no FRA mandate to replace tubes with new ones at a certain time limit. There never was such a requirement, either under FRA or the ICC when it was in charge of this. Some people seem unable to get their arms around those facts.

Removal of the tubes has nothing to do with the tubes per se. It has everything to do with being able to inspect the complete interior of the boiler and take UT readings to use in preparing the new Form 4 that is required with every 1,472 service day inspection.
