That looks like remains of another track to the left, and a tie dumped on the rails as a "bumper". The overall picture looks like the cleared-off remains of a yard - that highway overhead is far too long to make sense otherwise (it probably crossed the yard), and this is the end of what little track still exists. If it's really in Ogden as the photo data says then there probably never was 3-rail track there; narrow gauge never made it to that area.

I've seen a number of cut-off tracks and even intentional spurs ended with crossed ties or just a pile of dirt/ballast. If there's no real chance of something hitting it why spend money on a "real" bumping post?
