The welded rail runs all the way out to MP 57.8 to the Port Westward switch. Whether the Ethanol Plant ever gets back up and running once they get the green light after bankruptcy proceedings are finished is debatable but they had to use the money anyway or lose it. As far as the shoefly in Scappoose, that was to bring the grade up to the level of the road for a crossing that they are going to put in by the candle place.
