I was told by a CORP employee in Roseburg, OR., last year, that maintenance of Eugene Yard trackage has become a contentious issue between CORP & Ewe - Pee. Omaha's attitude seems to be that if CORP ( & W & P too ) wants to interchange with U.P. in Eugene, then CORP is responsible for maintaining the yard trackage. CORP claims Ewe - Pee must maintain it under terms of the lease agreement. Ewe - Pee has removed much of the yard trackage; to the point that W & P trains were being held outside of the yard for hours waiting for an available track. This caused W & P to move their U.P. interchange to Albany.
