I am not totally sure about this but I believe that the bottom line for the UP is the fact that they lose a crew change point/crew etc. I may not be explaining this well, but there is a dollar factor involving crew pay that is to the UP advantage to run the double stacks over Donner rather than thru the FRC. Hey guys, that's the name of the game----$$$$$$$$$. That's what keeps thing moving.
