I believe tracks can be pulled before a line is officially abandoned. I believe it can be embargoed and file for discontinuation of service, the tracks can be removed, but still not officially abandoned. Someone correct me, if I'm wrong. Also if this is considered a siding or spur, would it fall under different rules in terms of abandonment proceedings?
