Yes. Looking at this map, Perimeter Dr is on the right side.

The scrapping is from Perimeter Dr east. The McGreagor plant at Wilson is located west of the WA/ID border, the switch for it straddles the border. The track that is in place west of Perimeter Dr will stay. I don't have any actual measurements, but Perimeter Dr to the Wilsion switch looks to be almost double the length of the spur at Wilsion, plenty of room for switching with a little extra for storage cars.
