There's Always Enough Money For Highway Projects

As my then 9 year old son once stated, when he saw a local median beautification/re-planting project;

"Why can't they waste our money on something we really need?"

Your son would really be impressed with the fully landscaped artificial waterfall that was installed at the interchange between Interstates 10 and 210 (also State Highway 30) in Redlands, CA. I haven't quite figured out who is supposed to view and appreciate this absurd setup. Motorists are zipping through the interchange way too fast to take a quick look at it. And, the longer and harder they try to view it, the more possibility there is of them becoming distracted to a point where it would create an unsafe driving condition.
