Back in the '60's the wealth was more widely distributed. Reagan introduced the trickle-up approach. Now most all of the money is in the hands of a few zillionaires and the corporations they control. The reason the infrastructure is down the toilet is because these worthies have so commandered and corrupted the system that they and their corps pay next to nothing in taxes.
My point is that taxing the bottom only serves to torpedoe the consumer economy. And printing money undermines the currency. The Chinese can easily engineer a massive stimulus because their government already has most of the money, not a handful of tycoons, and can spend without taxing.
