Question for PE fans/historians

I have a question for the Pacific Electric (Los Angeles, California) fans and/or historians here.

I have Jim Walker's "Images of Rail - Pacific Electric Red Cars". On the top half of page 108 there is a photo that is the basis for my question.

The closest set of rails appear to be dual gauge - or some unusual track arrangement I can't figure out. The caption describes the location as Watts Junction. I know there was dual gauge trackage elsewhere on the PE system along with the LARY (not sure that is the correct acronym for the narrower gauge street car system in Los Angeles in those days) but this is the first suggestion I have seen of any dual gauge trackage at Watts Junction.

Finally, the question: Is that dual gauge trackage or some unusual guard rail or what?
