Probably waiting for somebody to turn off the power. Or to bring a chain saw. Or for the tree service that's contracted for this to arrive. Though they should have thought of those before heading out. There are also safety meetings, planning the cuts, etc. - lots of logical reasons for "standing around" though just "standing around" is always possible too.

With all the trees downtown and in Folsom, I'm surprised that Sac RT doesn't have this happen more often. For some reason, though, around here most of the trees fall on parked cars and houses not light rail lines.
