Strange track parts, what is it?

Was in Sandpoint Idaho last weekend, and I saw these track parts sitting next to the BNSF/UP diamond:

My question, is what the heck are they? There are four of them. They kind of look like a frog, but the rail on the side odiously doesn't connect to anything. The only thing I can think of is maybe an expandable rail joint? Any thoughts or ideas?
