From the descritions, I don't think this is a mitre rail joint. Mitre rail joints are used in movable bridges. Rather, this is an expansion joint. It could be used in conjunction with mitre rail joints to take the strain of CWR expansion off the mitre joint as explained at the end of the PB article. For some reason I recall seeing them on the VTA (San Jose) light rail line near the Great America station.
