My first trip to California was August 1978 (had no idea I'd end up living here then).

When I got here, the SP was in the full throes of the power shortage, with Pooches on the commuter trains.

My question is this - the Bull Ring was full too, with U25Bs, C628s, C415s, and many other locomotives that were barely teenagers. Why weren't these things serviced and put back on line with the power shortage?
