The LPG cars had been stored on the branch itself, in order to switch out the cement hoppers, they moved the LPG cars into the plant in order to clear the yard in Davenport. Car storage seems to be the Sierra's main business focus.
A "sag" is a dip in the track from the middle of which both directions are uphill. Sort of a railroad version of a roller-coaster. Leaving them there makes it impossible to cut a car loose and let it roll downhill. Derails not withstanding, there are enough idiots in the People's Republic of Santa Cruz to send a car off on its own.
