Larkspur doesn't like being the terminus and it definitely is opposed to wine trains. San Rafael is worried about long trains blocking 2nd, 3rd, and 4th Streets, which carry large amounts of auto traffic. Ergo doodlebugs.

Marin would presumably fight any resumption of freight service south of Novato.
