This is actually not a bad idea. A wiki based system for the timetables would probably work pretty well. I am not sure it would even need to be released into the public domain if the system was hosted on a subscription based website. The only issue would be the veracity of the information. But there are several options to mitgate this somewhat, such as multiple sources being required before data is published and so forth.

The only problem is this would require some knowledge of software and hardware, and time to manage said resources. I don't think it would be very difficult, but it would still require someone such as David Curlee to manage it. That said, it could potentially reduce costs (and time) for whoever manages such a website.
