This day in Railroad History
March 21, 1918
The Railway Control Act became law. It provided the legal framework for the US Govenrment , through the USRA, to nationalize the railroads during World War II. It guaranteed the return of the railroads to their former owners within 21 months of a peace treaty, and guaranteed that their properties would be handed back in at least as good a condition as when they were taken over. It also guaranteed compensation for the use of their assets at the average operational income of the railroads in the three years previous to nationalisation. This act laid down in concrete that the nationalisation would be only a temporary thing; before, it was not defined as necessarily so.

March 22, 1875
The Central Pacific Railroad started construction of the 6,975 ft long San Fernando Tunnel at Newhall Pass, in California's Tehachapi Mountains. The mostly Chinese work force faced an enormously difficult task. The soft soil of the mountain was saturated with water. Within the bowels of the earth hundreds of feet below the surface, the stifling heat and dampness made it almost impossible to work. Workers stripped to the waist, perspiration pouring from every pore. The air was so foul that candles burnt but dimly. Laborers passed out with monotonous regularity; cave-ins and accidents took a fearful toll. But by September 1876, Los Angeles was connected to San Francisco by rail, for the first time.

Amtrak's Cardinal emerges from the west portal of Fort Spring Tunnel and under a cantilever signal bridge in the last few mioments before sunset on September 30, 2007. Two classic US&S type R-2 signals from the C&O era adorn the signal bridge, but may soon be replaced as part of the Great Allegheny Passage project to increase overhead clearances. This is on CSX's Huntington Division five miles west of Ronceverte, WV. This tunnel is one of eleven on the Huntington Division East, and was constructed 1946-1947.
