Desert Xpress does seem to be on the "back burner" right now, pending the FRA's review, and the liklihood that LA LV is not a first round corridor for any likely funding, including for desired LA connections via CHSRA.

The CHSRA uncertainty and dysfunctionality has apparently been discouraging for some of these PPP folks in seeking to access the LA markets via Palmdale. The faked travel demand modeling for HSR used in the EIR and the latest failed "business plan" have caused most "at risk" private investors to assume that they are dealing with fools at CHSRA. CHSRA is continuing to design to generate the most costly project possible, making it far more likely to fail as a business proposition, scaring off real investors.

The stupidity of the Governor in vetoing SB-45 the 710 Tunnel Bill has definitely caused significant concerns with the PPP private sector highway and rail infrastructure firms interested in Desert Xpress, because our public agencies just don't seem to have their act together to participate effectively in public-private partnerships like this project.

The problems continue with High Desert Corridor (which would be the alignment to connect Victorville and Palmdale, and would also be a potential PPP highway project) and dysfunctional local political decsionmaking in Palmdale and in San Bernardino County continue to be a problem.

Then there is dysfunctional Nevada politics, where the various factions seem to want to use "dueling" trains-MagLev, DX, and now the newest "Goofball" Express to jerk around varous political actors, with no real due diligence by anyone, just weird offers by the Chinese Communist Goverment to build whatever we want, if they have a monopoly on it, and we guarantee all of the costs????

Finally, the recent speculator induced financial crisis with the Euro, over Greece, has caused spreads to increase dramatically for foreign investors as the dollars value rises in currency markets. This has curtailed investment in public-private infrastructure projects abroad, and affects the financing of such projects here, as well.
