H&W control film was made in Germany by ADOX and imported into N. America under the H&W name. It was like Kodak Tech Pan film, it required a special developer. The film, like Tech Pan, was developed for copying documents so the type would be readable. It was high contrast and super fine grain! The H&W developer was liquid and low contrast to compensate for the film's characteristics.

It was a conventional, not a C41, film.

I ended up using Panatomic-X and to this day use Pan-F as my standard fine grain films.

Yes, I still shoot black and white film and develop my own black and white.
