My understanding is...

The hybrid locomotive uses a small diesel generator to recharge a bank of batteries. The batteries provide the juice to the traction motors. The generator runs on demand to recharge the batteries.

A genset locomotive uses two or three engine/generator sets (gensets) to feed the traction motors, and these gensets are run on demand, leaving the other(s) shut off until it needs them.
