I was curious how long concrete ties have been used by railroads and turned to Google. I was quite surprised to find this site:

These folks have a 7 1/2" gauge railroad and are manufacturing their own rebar-reinforced concrete ties on a mass scale.

With a good deal on salvaged rebar, their costs per tie are around $0.27 each (not counting labor)
