Indeed it is!
An electrical engineer friend, who specialized in "traction power" at BART (now retired), told me that BART's PG&E bill is by far its largest single expense category - larger than labor costs even, usually ranging from 40% to 55% of its total budget.
It was his opinion, that BART uses so much electricity, that it should be generating the stuff in its own power plants. He said study of study showed that the economy of scale was definitely there, so as to provide massive savings; but that the politicians got in the way, every single time the idea went to actual implementation effort.
Now I have always wondered why politicians would do that!
