? about UP's Delfar siding south of Delano, Ca.

For several months the UP has been doing some signal work at UP's Delfar siding. They added a signal at the CPS spur and added signals at both ends of the Railex spur. What has me curious, though, is why they have placed the new northbound signals at the north end of the siding further south. They've done the same thing with the southbound signals at the south end. Are they planning to put in new switches? From someone who doesn't know much it just seems odd that they would decrease the length of the siding.
