You are also correct, when UP resignals at a end of siding, it places the signals so that in the future, the siding switch (usually only 25 MPH diverging on the old SP) can be replaced with a concrete tied 40 MPH diverging switch. It called planning ahead and even the old UP gets it right once in a while.
