NWP micro report II

More NWP minutiae: Today I observed crews unloading new ties on the ROW near Payran St in Petaluma. Looking north, I could see some kind of track-mounted machine at work. This is exactly where I had earlier observed and posted about the surprisingly high ratio of bad ties to good ones. Fascinating, I know.
