It is pretty much futile to plan for transit until the viability of the NCRA-NWP is determined.

Moreover, there are so little funding available for transit in the Northbay I don't see much happening, including SMART in any iteration. Golden Gate Transit just cut service again, part of a long-term trend. Dunno where SMART will be able to locate operating subsidies.

The Northbay continues to spend large sums on freeway widening. Meanwhile the Rohnert Park casino project, which could generate some transit business, remains in federal court.
