Caltrain's facing the same problems that all of the other commuter train operations are, no thanks to the faltering economy. "Getting rid of the deadwood" in management is a common cry from the critics, but it won't offset loss of subsidies from the state or Washington, nor will it make up for lost revenues due to decreased ridership. They just have to bite the bullet, cut back on the runs that are running empty (or close to it), raise fares, and hope that the current economic mess gets settled soon. As mook said, it's easy to bash the commuter RR operations, and it's probably a safe bet that Muni, AC Transit, SamTrans, VTA, GGT, and other municipal/regional transit agencies are even more cluttered with managerial "deadwood" than Caltrain/JPB is.
