don't forget about the CEQA process/requirements.

The environmental organizations haven't and the NCRA
Board -- despite what they say -- are aware they are facing
a CEQA lawsuit filed within 30 days of the certification
of the EIR.

There is a significant chance that such a suit could
delay start-up for over 2 years. (How long did Novato's
lawsuit delay start-up? I think about a year.)
This suit is bigger. Losers will likely appeal which means
further delays.
