The lawsuit issue hangs over their heads . The suit itself can drag on for years while work continues and operations begin . Its the restraining order that shut things down . Normally a judge would not issue such an order on a CEQA lawsuit . Hopefully NCRA's attorney may have grown some nuts after getting spanked by Novato.
