Hard to say, on one hand, I could easily see this as somebody with a hard hat screwing around on the tracks. On the other, I have seen/heard of multiple instances of accidents and near accidents with trains blowing through a form B in the US... so it could go either way. Whatever the case, that is indeed one lucky SOB!
