I don't remember SP's rules for helpers - but regardless you wouldn't have all four units working online - too much power and could jack-knife the train. Twelve axles is usually the limit, which would account for the exhaust plumes on just 8398? and 8373. I thought SP or California had an 8 axle rear helper limit in those days. I assume the train stalled and they robbed the power off another train to get it to the top.
