I would concur, Roger. Since the Sounder Lakewood Extension involves mostly rebuilding an already existing R of W, no utility relocation should be necessary. More likely the work involves the Interstate 5/Hwy 16 project. Or maybe Tacoma Water finally had to replace the 100 year old mains, some of which may still be wood staved - type.
