GP-Tunnel motors ?

I have noticed for several years now on the Ca. Northern that there are several units that have a carbody similar to an SD40T-2, top mounted radiators and open bottoms. Lately, I have seen a couple on the UP in Oakland and I'm curious what these are, possibly a rebuild ?
