Dear Crew: I love you like a brother but the idea that NCRA is a waste of money begs the reality that while NCRA was created by the California Legislature in 1990, it was and has never been funded! Its entire income is from leases of railroad property and per diem from 35 box cars. Not a dime out of your pocket or mine. All of the repairs currently going on folr resumption of service at the end of the year are being payed for by the operator. So what is the problem? Why trash the NCRA?
