The 602 is destined to interchange at Spokane to the BNSF for delivery to the POVA for final movement to Usk, Washington on the POVA.

The two cars came out of Canby, Oregon where the OPR has access only to the UP; then to BNSF @ Spokane.

Had they been able to ship out of OPR's East Portland operation, they could have gone BNSF all the way except for a UP/BNSF bridge move from East Portland/Albina/Lakeyard/BNSF.

Oh the joys of the "paper barriers".
