Are Budd RDCs FRA-compliant? Are any other DMUs?

Are the Budd RDCs currently in service FRA-compliant? Or, are they operating under waivers?

Are any other currently-available DMUs FRA-compliant? I understand that most current European models are not. It seems that Colorado Railcars' DMUs were, and successor US Railcars' are going to be, but I don't hear anything about their progress.

And, while I am on the topic, why couldn't/didn't someone use the tried-and-true Budd technology, which seems to have been so reliable, to develop a new/modern DMU line? From what I've read, both Budd's SPV-2000 and Raider's Colorado Railcars had serious reliability issues.
