Amtrak, UP and the 1983

Before I left my shift at Amtrak's Oakland facility, I asked the 3rd Shift foreman who was on duty the night the train left Oakland why 1983 wasn't added. He is a good friend of mine as well and well understanding of the 'foamer' concept. He told me that it is standard practice for UP to contact the foreman at Amtrak about UP bringing locos to our Amtrak's yard or to use the wye in the case of BNSF. He said that although he was aware of 1983's location at UP's West Oakland Yard and its addition to the special, he said UP didn't call him until 6:45am, half an hour before the special's departure. If they had called at a earlier, Amtrak would have sent a crew out to pick up the 1983, wye it and add it. UP was aware of the special's departure time. Simply a phone call that was made 1 or 2 hours too late by UP.
