I haven't listened to the scanner for quite a few years now but the choice between Mulford or Niles has always been DS 58's choice based on the traffic as he/she saw it at the time. Our old friend Tommy the Rocket DeLa Rosa used to run #11/!4 in the '90's and Mulford line was always his preferred because it was the fastest. I think the daily choice is strictly up to DS 58 as the traffic demands from his/her perspective.
